RE: Proposal for the inclusion of the Iranian festivity of “Char-shanbe-suri” into the World Cultural Heritage Registrar

UNESCO established a registrar to account for important tangible and intangible cultural heritage with the concern for their destruction and annihilation and with the recognition that in many cases the real destructors of such valuable heritage are the authorities of member states who are the very same people responsible for their preservation.

The people and non-governmental organizations all over the world, have no other resort but to apply for the inclusion of their culture’s heritage on behalf of their people, in the hope that such action would remove the existing threats and save such valuable reminiscences of their past.

As you certainly have noticed, and have been previously informed through our several referrals to your office, we have shown that the government of Islamic Republic of Iran (IRI) not only has been indifferent to the systematic and on-going destruction of cultural and natural heritage of that country but, in dealing with the registration of the intangible cultural heritage, it has been discriminating against Iranian pre-Islam’s heritage due to and upon its ideological and religious beliefs and positions. It neglects such heritage on one hand and bars the process of any attempt to apply to your organization of registering them, on the other.

One of the most neglected Iranian cultural festivities by IRI is the very ancient festivity of “Char-Shanbe-Suri”, that is held on the night before the last Wednesday of each year, welcoming the advent of spring and arrival of the Iranian New Year. This centuries-old popular ceremony has been one of the targeted traditions for neglect and annihilation since thirty years ago.

Pasargad Heritage Foundation, as the first non-governmental and international body that has been created by many friends of cultural and natural heritage of Iran who reside everywhere in the world, in an attempt to compensate for IRI’s negligence in this regard, would like yet again propose the inclusion of this festivity in UNESCO’s registrar.

We are aware that UNESCO is obliged, upon the provisions of its charter, to listen to its member states instead of the people who live in member countries. Nevertheless, we are sure that you will agree with us that in the case of countries such as Iran, where the government is not reflecting the demands of its people, such provisions are fundamentally unjust. Therefore, as we have done previously, would like to act as a messenger from the Iranian people and address your conscious, and that of all other people in the world, asking you to stop the carnage of the Iranian heritage which is exposed to IRI’s religious and ideological discriminatory policies.

آقای عزيز

      با توجه به نگرانی های سازمان يونسکو درباره ی نابودسازی ميراث های فرهنگی جوامع مختلف که موجب پيدايش فکر ثبت آثار معنوی جهان گرديده است، و از آنجا که وقتی نابودکنندگان اينگونه آثار دولت هایی باشند که کشورخود را در سازمان يونسکو نمايندگی می کنند، چاره ای جز اين باقی نمی ماند که مردم و سازمان های غير دولتی آنها در اين مورد اقدام کرده و در راستای جلوگيری از نابودی ميراث معنوی خويش اقدام کنند.

      همانطور که يقيناً خود توجه داريد و بنياد ما نيز بارها به شما اطلاع داده است، دولت اسلامی ايران، علاوه بر بی توجهی نسبت به ويرانی های روزافزون ميراث تاريخی و طبيعی ايرانزمين، با بی اعتنایی به ميراث های معنوی و فرهنگی پيش از اسلام، در امر ثبت ميراث فرهنگی (فيزيکی و معنوی) نيز دست به اعمال تبعيض های مذهبی و عقيدتی گسترده ای زده و نه تنها در ارائه ميراث فرهنگی ـ ملی غير مذهبی ما و کوشيدن در راستای افزوده شدن آنها به فهرست ميراث جهانی غفلت می کند بلکه گاه راه را بر مطرح کردن اينگونه پيشنهادها نيز می بندد.

      يکی از اين ميراث های فرهنگی که به شدت مورد بی مهری دولت قرار گرفته جشن سنتی و کهن ايرانی «چهارشنبه سوری» است؛ جشنی که همراه با آيين های خاص خود و به خاطر ارزش های شادی آفرينش در آغاز بهار و در آستانه ی بزرگترين جشن ايرانيان، نوروز، قرن هاست که مورد علاقه مردم اين سرزمين بوده است. و سی سال است که دولت ايران نه تنها چهارشنبه سوری را به رسميت نشناخته بلکه در از بين بردن آن و آزار مردمان به خاطر برگزاری آن کوشا بوده است.

      بنياد ميراث پاسارگاد، به عنوان اولين نهاد غير دولتی بين المللی که از سوی جمعی از فرهنگ دوستان در سراسر جهان و  برای حفظ ميراث فرهنگی و طبيعی ايرانزمين بوجود آمده، به جبران غفلت های غير اصولی و غير قانونی دولت ايران در ارتباط با ميراث فرهنگی ايرانزمين، امسال نيز چون سال گذشته، درخواست ثبت معنوی يکی ديگر از آيين های ملی ايران را به يونسکو می فرستد.

      ما آگاهيم که مقررات يونسکو ايجاب می کند که به جای شنيدن صدای مردمان يک سرزمين به صدای دولت ها توجه شود اما مسلماً خود تصديق خواهيد کرد که اين روند برای کشورهايي چون ايران که دولت بازتاب دهنده ی صدای مردمان نيست کاملا غيرعادلانه است. در نتيجه، همان گونه که تا کنون تلاش کرده ايم، مايليم که اين بار نيز صدای مردمان سرزمين مان را در ارتباط با ميراث فرهنگی خود به گوش شما برسانيم و همچنان اميدوار باشيم که وجدان های بيدار شما و مردمان فرهنگ دوست جهان اجازه ندهند که ميراث فرهنگی ما گرفتار تبعيض های عقيدتی و مذهبی شود.
