His Excellency, Mr. Koïchiro Matsuura Director-General United Nations Educational, Scientific and Cultural Organization (UNESCO) Paris, France February 12 Dear Sir, Re: Proposing to recognize October 29th as the International Day of Cyrus the Great   As you might be aware, during the last 3 years, International Committee to Save Pasargad has proposed that Iranians residing all over the world celebrate October 29th as the "Cyrus the Great Day". This is the day in 539 BC when Cyrus triumphantly entered Babylon and proclaimed his well-known Declaration of Human Rights, recognized by the UN as the first document in human history recognizing such rights for all the subjects of the Persian Empire. Four years ago, Cyrus’s mausoleum and its peripheral sites were registered as a part of Human Heritage by UNESCO, and were recognized as a “Human Sacred Shrine”. This was an action that went beyond the greatness of a historical site and emphasized the personality of an exemplary historical figure who had introduced the notion of human rights so early in the history of mankind. On October 29, 2007, Mr. Kurosh Zaim, the head of the Research Department of Pasargad Heritage Foundation, at a ceremony in front of Cyrus the Great mausoleum in Pasargad, proposed that this day shall be recognized as the National Day of Iran. This proposal was well received by all those who hold great esteem for cultural and historical heritages of human race. The proposal puts great emphasis on a day when a new era was initiated not only in the history of Iran but in the annals of human life. We, at Pasargad Heritage Foundation, believe that by recognizing this annual event as an International Day, UNESCO would provide a strong vehicle for focusing the attention of the people of the world to the roots and the importance of UN’s Universal Bill of Human Rights. Upon the above premises, we, hereby, apply for the recognition of October 29th as the International Day of Cyrus the Great. Respectfully, Pasargad Heritage Foundation Shokooh Mirzadegi Executive Director     جناب آقای کوئيچيرو ماتسورا دبيرکل سازمان يونسکو پاريس، فرانسه   12 ماه فوريه 2008 آقای گرامی، موضوع: پيشنهاد اعلام 29 اکتبر به عنوان روز جهانی کورش بزرگ همانگونه که ممکن است آگاه باشيد، در سه سال گذشته، کميته ی بين المللی نجات پاسارگاد به ايرانيان ساکن در سراسر جهان پيشنهاد کرده است که روز 29 اکتبر هر سال را به عنوان روز کورش بزرگ گرامی بدارند. در اين روز از سال 539 پيش از ميلاد، کورش بزرگ پیروزمندانه وارد بابل شده و بیانیه ی مشهور خود در مورد حقوق بشر را صادر کرده است ـ بیانيه ای که سازمان ملل متحد آن را بعنوان نخستین سند ثبت شده در تاريخ بشردر مورد حقوق بشر  به رسمیت شناخته است. چهار سال پيش نيز، سازمان يونسکو آرامگاه کورش و محوطه های باستانی پیرامون آن را به عنوان بخشی از ميراث بشری به ثبت رسانده و از آن به عنوان یک مکان مقدس برای بشريت نام برد. اين اقدام بسا بيش از پذيرش اهميت يک محوطه ی تاريخ به شمار می آيد و در واقع تأييدی است بر شخصيت يک انسان تاريخی نمونه که مفهوم حقوق بشر را در آغازگاهان تاريخ تمدن انسان مطرح ساخته است. در تاريخ 29 اکتبر 2007، آقای کورش زعيم، سرپرست بخش پژوهش بنياد ميراث پاسارگاد، در مراسمی که در برابر آرامگاه کورش بزرگ برگزار شد، پيشنهاد کردند که اين روز به عنوان «روز ملی ايران» تعيين شود. اين پيشنهاد که با استقبال گرم کسانی که برای ميراث تاريخی بشريت احترام قائلند روبرو شد، بر اهميت روزی تأکيد می کند که در آن عصر نوینی در تاريخ، نه تنها ايران که در کل جهان، آغاز شده است. ما بر اين باوريم که سازمان يونسکو نيز، با شناختن اين روز به عنوان يک روز جهانی، وسيله ای قدرتمند را برای جلب توجه جهانيان نسبت به ريشه ها و اهميت حقوق بشر، بوجود می آورد. بر پایه آن چه ذکر شد، به اين وسيله، درخواست می کنيم روز 29 اکتبر به عنوان روز جهانی کورش بزرگ شناخته شود. با بالاترين احترامات بنياد ميراث پاسارگاد شکوه ميرزادگی مسئوول امور اجرایی بنياد
